Can coil on 650 be tested for load operation?

Still have a problem with my 1965 Merc 650 (SN 1848989) Had motor overhauled and it ran for 6 hours and quit. Broken timing belt. Had belt replaced. It ran for 3 minutes and skipped timing belt. Had new belt put on and bearings replaced in mag/distributor. Now it runs but runs poorly under load. Got my 18 foot boat up to 6 mph. Engine will race in neutral. Guys whose been doing work specializes in old Mercs. He says the coil has to be bad and he will put another coil that I bought with a "remanufactured" distributor, which turned out to be in worse shape than my old distributor. Is there no way to see if a coil is good when under load? Each trip means driving about 150 miles and has entailed taking my boat to him at a cost of $41 in ferry fares. Help me please!
