1997 8hp honda the camshaft pulley won’t spin the camshaft, the timing belt spins with the crankshaft pulley but not the camshaft. Is there a way to fix the one I have? I have seen some used ones for about $40-50 and a few new ones for $150-200. The engine was given to me and it was running as of last year.

Can you post pictures? Can you tell why the pulley isn't spinning the cam? Remove the pulley and see if there is a key that has sheared.

Here are photos of the camshaft pulley, I just noticed tonight that the left arm with the copper washer is missing the keeper to hold it down

The key is fine on the cam, the only thing I can see wrong is the keeper missing. Could that cause the pulley to lift off off the camshaft key?

The key is good, so if the pulley (belt sprocket) is spinning the cam should be too. However the hub of the sprocket looks like it could be disconnected from the rest of the sprocket. If you put the sprocket back on the cam, be sure the key is engaged, make the timing right (so you don't smack a valve with the piston) then slowly turn the motor, can you tell if the hub in the sprocket is not spinning with the sprocket?

The hub in the sprocket is not spinning with the sprocket. Could it be as simple as the missing e-clip on the bottom of the sprocket?

I don't know, I'm not familiar with that sprocket, but I suspect it could be more than that. Look close to see if you can figure out what's going on. Is it possible the hub was pressed in and just came out?

The hub in the sprocket is not spinning with the sprocket.
This is your problem - the sprocket failed, however it could have done other damage such as the aforementioned bent valves

Without knowing why or how it failed there's no way to say, but a new sprocket is the safest way to go. But as mentioned above find out if that's an interference engine (can the valves hit the pistons if the timing gets off), and if it is then verify that no valves are bent before spending a lot of money on other parts.

Is this a fixable issue or do I need a new sprocket?
without knowing the failure method, it is best to assume it is not repairable and you should buy a new one.

this could be a common failure, suggest you google it.

plenty of camshaft sprocket failures on the larger motors.
