Cable Collar 1963 75hp?

Does anybody know what the cable collar and spring are for in the swivel bracket assembly? It's #60 and #79 in the picture. My motor did not have one and the parts motor that I have did not have one. I bought one for a dollar and would be glad to use it if I knew what it did and exactly where it went. Thanks.

It is hard to tell from the photo. Is it the lock down mechanism?

Yes, it is part of the reverse lock mechanism. The collar screws onto the cable somewhere along its length, but it is hard to tell from the diagram where exactly it screws on. The reverse lock mechanism works without it and my motor did not have one. Perhaps it holds the tag end of the cable out of the way? I've attached the entire diagram of the swivel bracket for clarification.
