Butterfly valve at WOT

I recently noticed that at WOT my butterfly valves only open about 1/3 of the way. I looked in my manual for clarification but could not find any info. Is this normal?

That is not correct. They should open just short of the carb stop, nearly perpendicular to the carb throat.

When I disconnect my throttle cable, I can pull the throttle arm far enough for the butterfly valves to completely open. It seems like my throttle assembly does not have enough throw to pull the throttle arm far enough forward. I have the same throttle assembly as pictured here.

So is it likely that my throttle assembly is the wrong one for the engine, or that my throttle arm needs to be adjusted at the motor?
