Busted tiller handel, now what?

Howdy. Newbie question here. I have two 20hp 1969,1970 Johnsons. One runs the other needs parts or will be used for parts. Anyhooo the working eng the throttle contorl is busted in half by prev. owner. Problem is the screws {part #103} are striped so i can not remove either screw to get at the handel. what to do? thanks

HeliCoil. Make sure you se the proper size drill bit and red (high strength) LocTite for the insert. DO NOT use the LocTite for the screws.
