Broken cable under mercruiser

I'm not sure what the cable is or the significance I boated the other day not sure if I broke it then or it was previously broken.

Those are bonding wires to keep parts connected to the anodes.
Can't tell you for sure what those go to, picture is too close up to even tell what kind of drive it is.
