briggs weep hole on lower and oil level in motor

Hi all
Recently picked up a used Briggs outboard. Decided to change the oil and gear oil in lower unit. I pulled the drain/fill plug and the vent plug and drained some very black oil from the lower unit. It wasnt milky or anything though. Then I refilled it from the bottom until it came out the vent and reinstalled both plugs. A few minutes (or less) later a small amount of oil came out of the weep hole near the prop. Why did this happen? Where does this weep hole go? OK next question, I drained the engine oil and refilled with a measued 24 oz. Like the manual says and now it appears overfilled by quite a bit on the dipstick. Why did THIS happen? 24 oz is correct isnt it?

Never mind, figured out somebody stuck a 20 oz dipstick in it
