I bought a Tohatsu 6HP online about 10 years ago, it arrived empty and with no oil in the box. Side note, and I have no idea if this applies to your motor, but I was being careful breaking mine in and it would burn a little bit of oil (some blue smoke). Someone familiar with the little Tohatsu motors (I don't remember who) told me these motors need to be run a little hard to seat the rings. So I started using it normal, which for a small motor is a lot of near-wide-open time, and switched to some better motorcycle oil that I had here, and after that it does not smoke at all and uses no oil. So I guess the point is, if yours doesn't seem to be breaking in, run it a little harder.
