Bravo 1 wont engage in forward gear untill about 1000RPMs

I have a 2007 mag 350 with bravo 1 outdrive. Last time out, everything worked perfectly. Unloaded yesterday and wouldn't go into forward gear until I rev it up a little. Several people told me that the lower shift cable out of adjustment. adjusted it according to local mechanic. reverse works perfect, still no forward when shifter moved to forward position until I rev it to 800/1000 RPMs, then kinda pops into gear. Got home, removed lower cable from engine bracket, manually put it in reverse, props locks in, pushed cable by hand into forward, can hear shifting in top unit, but prop will not engage, just spins freely. I run a guide business, so was hoping this may be a simple fix instead of putting it in local shop that is 3 to 4 weeks behind. Any help would be appreciated.
