Brand New Tohatsu 3.5 4 stroke Idle

Just purchased a brand new Tohatsu 3.5 Long Shaft outboard. I haven't even finished the break-in yet. The idle seems a little off. I went to start it today and it seemed to really rev at a high RPM at idle. I could only adjust it with the choke knob. Once it warmed up I was able to fully push in the knob and it ran. However, when i go to really slow idle (to the stop) the engine dies. Should this be happening?

No, it should not. You can adjust the idle by turning the idle adjustment screw on the carburetor.
