Brakes Locking up

I have a tandem axle trailer with drum brakes and when I brought my boat back to the storage yard yesterday I noticed that both the right and left rims on the braking axle were really hot. My thought is that both wheels must have been partially braking most of the ride back. Now, I had a "situation" on the way out where a motorist decided to turn right in front of me and I had to almost jack up to avoid hitting him and I am wondering if this could have locked up something in the brakes? I need to replace the wheel bearings this weekend (they got fried from the heat) and I am going to adjust the brakes again but I am not sure if I should be looking for something else that might have caused this. About 3 months ago I installed a new actuator and back in February I replaced the drums, pads and wheel cylinders and while I mostly boat in saltwater I cannot believe that the brakes are rusted open already. Any thoughts on things I should look at???

JCasey,<br /><br />Believe it. drums and saltwater don't mix. I have a flush kit and the right brake still locks up. I'm switching to SS disk brakes. You can get a complete kit for 99 bucks per wheel, plus you will need a lock out solenoid for backing up.
