The outside pads keep wearing out on my disk brake trailer. Wheels do not turn free.Should they? Dual axle trailer with Kodiak calipers and pads.

Ayuh,... I'd think the calipers, or their mounts are Seized...

The wheels Should turn freely, when the brakes are not applied...

Who changed them out the 1st time? The calipers need to "float", or move freely on their pins to allow a small space to be between the pads and the rotor. If they are not releasing then you may have a problem with the calipers seizing on the "pins" or the actuator is not releasing due to rust or crud build up.

Take the brakes apart, clean them and lube the pins. Check the fluid at the calipers to make sure it is clear, if not bleed them. Check for movement of the actuator, and make sure the solenoid is working properly.

In addition to the previous comments:
Be certain to rinse the brakes with freshwater after each saltwater use.
Ensure that the wheel bearings are not overly tight. The rotors need a slight amount of run-out to provide pad clearance.
In the event your trailer was converted from drum to disc brakes, was the residual pressure valve removed.

The seizing pin thought is probably your real problem though.
