Brake kit source/need both axles?

Hi all.. I'm about to start work on my trailer, since I just had an accident because I didn't have good brakes on it.

So, I have 2 questions:

1) What's a good source for an electric brake kit.. I'd like something that includes everything except possibly the controller. I see kits on ebay for $217 that cover one pair of wheels, with the companion kit for $158 for the second axle. Assuming the size is right, has anyone tried these? Is there an online place to order similar kits from?

Edit: Found out that 2 axles vs. 1 is state-by-state. Anyone know if MN requires both axles?

Trailer specs:

Dual axles, weight rating unknown
205/75/R14 tires (4)
3600 lb boat
Tow vehicle: Chevy Silverado 1500

If your boat alone weighs 3600 pounds you will likely want brakes on both axles for maximum braking power. Are you sure you want electric brakes for a boat trailer? Not sure about whether MN requires brakes on both axles, you will probably have to ask the MDOT and it is probably based on the weight rating of the trailer. I tow a boat/trailer similar in weight to your combination with a Silverado, I just bought the boat a few weeks ago and it turns out the trailer brakes weren't working. I am in the process of replacing the original nonfunctioning brakes (front axle only) with hydraulic disc brakes on both axles. My philosophy is if a tire is needed to carry the weight then a brake is needed to stop the weight. Good luck with your project.
