I dont know of anyone increasing hp on an outboard other than buying a bigger motor but the same princaples hold true for any internal combustion engine, more air and fuel in plus more exhaust out = more power.

Quite true, but that's only if you have next engine with same CC to update. That I know, there is not a 2 strokes 20 HP model, next is 25/30 HP and carb parts are not compatible with 18. An 18 is cool as it is and better to any 15 HP.
as 18 is the max.
