2020 Suzuki outboard twin 250. Boat ran well. Raised motors turned off boat then went to start again and nothing happens. The only thing I see is what I think might be a bonding wire on the outside of the motor is not connected. Would this prevent the motor from turning on? Looks like the wire separated from the medal U. Can I just reattach it?

bonding wires are not meant for 12 v current carrying, they are for corrosion protection.
look elsewhere for your no starting problems, battery connections or neutral start switch in controls

Interesting update. If I put the key in but do not turn it I can use the button on the actual motor to raise and lower it. If I turn the key no power at all. In any key position the up/down button on the shifter doesn’t do anything. Thoughts?

start at the batteries and work your way to the helm cleaning every connection so it is shiny and clean enough your mother-in-law would eat off of them. you will eventually find the bad connection

regarding bonding wires, they are there to prevent galvanic corrosion
