Bolts on 4.3 starter broke off

one of the bolts that holds my starter in place on my 1995 4.3l mercruiser engine broke off and i cannot get any type of grip on this bolt. Do i have to pull the engine out to drill and extract the rest of this bolt out? Any kind of help is appreciated

Pulling the engine is the best option.Instead of using the traditional east out, drill a pilot hole and tap in an allen wrench to fit.
