bogging down

9.9 evinrude, model e1oreir bought 1993.I have new plugs,new connection fitting to motor (gas) tried squeezing the bulb on gas line,held gas tank above motor, nothing stops it from bogging down. It will start to speed up and drop down to idle and keep on running.Runs perfect trolling. Hope I don't have to take it in for service but so be it if I can't find the problem. Bsandy

Is it running on both cylinders ?? Do a cylinder drop test on it and see what happens.
