bogging down after 5mins

I have a 1999 Tahoe Navigator 220 IN/OB I started having problems 2 years ago. it starts and runs great but when I start going it is fine and plains out quick and I can go full speed for about 5 min then it acts like it is running out of fuel. when I slow down and stop and let it idol for a few mins I can take off again ad the same thing happens again.. I already changed out the fuel pump, new plugs and wires no luck. then I replaced the carb and intake with
Edelbrock 1409 Performer Series Marine 600 CFM Square Bore 4-Barrel and still having the same problem

Your problem might just be the screen in the suction tube of the fuel tank. You will have to remove the entire elbow fitting that screws into the top of the tank. The screen will be in the tube remove it and throw it away.
Also the anti siphon valve at the fuel tank outlet. Check the fuel tank vent fitting on the outside of the hull. Replace the fuel line from the tank to the duel filter fitting in front of the engine.
Hopefully you still have the original carburetor. There is nothing wrong with it.

Loosen your fuel fill cap and see if it still does it. If it seems to run OK, check the tank vent for clogging, like a mud dobber's nest in it, a plugged screen or something

Additionally you can always run it off a remote tank to verify it is an issue with fuel system supply. As mentioned above that's what it would seem to be.

Did it ever run ok with the new carb? often if fuel system is contaminated you will just pollute the new or rebuilt carb.
