You see a row of lights. From top to bottom it is red, white, red, and then a little further down there is another white light. You know it is a boat but you are shocked to see it run into Drownedrat's boat (RATS boat was showing red, green and a white stern light) Drowned rat's boat had right of way (at least you think it did) and it was hit by the ship with the row of lights. <br /><br />WHY DIDN'T THE BOAT WITH THE ROW OF LIGHTS MOVE?<br /><br />Hint, You see the boat with the row of lights from the back. And in this scenario, Rat does not know anything about boat lighting. Thus he got run over.<br /><br />Owe and the RAt does live through it, without a scratch.

The vessel showing that configuration of vertical red-white-red lights IS always the stand-on vessel because of it's restricted manuvering capabilities..

The vessel with the row of lights was restricted in maneuverability.
