Boat Trailer Brakes engaging

I own a tandom axle boat trailer with the front axle having surge disc brakes with a reversing solenoid. Recently I blew a tire on the rear axle. Since that time, whenever I hit a bump, the trailer acts like the brakes are engaging and disengaging and bouncing like crazy. The only way to make it stop is to increase my speed, which is not always possible. Any ideas on what can be going on ? I've inspected both brakes and have found nothing wrong. I'm stumped

Can you disable your brakes somehow and make a test tow to see how the trailer handles and determine for sure it is the brakes causing the problem? My tandem axle trailer has a removable tongue so it is equipped with a quick disconnect in the brake line. If your trailer doesn't have this feature, maybe someone can suggest a way to best to disable your brakes for testing purposes.

From what you are describing it sounds as if the brakes are engaging hard. I am wondering if the master cylinder has an issue.

*Can you manually push in the front of the trailer tongue (where the master cylinder is) and pull it out when it is disconnected from the trailer?

*Also what is the tongue weight when it is on the trailer and when the tire blew did it damage the axle?

There should be some sort of shock absorber in the system connected to the master cylinder. That prevents oscillations that apply and release the brakes rapidly when hitting bumps.
Thats the first place I would look.
