boat tends to rise badly

i use my 3.5 hp nissan 2 stroke for pushing a 9foot grp boat and i am not sure if the motor is set in the exact trnsom height,when i use the boat with another person on board the boat moves quite well and balanced but when i am alone and even with a little bit of trottle the boat rise badly from front so to get balanced again i have to drive it fromthe middle with a piece of extension connected with the tiller and so will be impossible to control the trottle than.
at the bottom of the boat there is a keel from front to back about 2.5 inches from bottom and when motor is laid on motor bracket the cavitation plate is in level heght with the keel, is this adjustment right? or i have to set the motor on a higher level so the cavitation plate reaches level with the bottom, ialso adjusted motor angle in different positions but no progress achieved.

The engine cavitation plate should be between even with the bottom of the boat up to one inch above. The engine angle, the weight distribution or the pitch of the prop all have a bearing on getting on plane.

Unfortunately you have a very light boat with a somewhat rounded shape so when alone the bow will rise.You may be able to rig a throttle control.You can isolate the spark and carb throttle.Then you can advance the spark at the motor and control the carb with a remote.Controlling the carb is easier than carb and spark.
You also could rig a kill switch on the extension so you could at least stop the motor in an emergency.
