Boat steers hard right if I let go of wheel while trolling

Johnson 88 with rack steering. Steering is very smooth but if i let go of the wheel the boat turnsright. The large nut on the steering arm was loose and I have not tried since tighening that a little but could it be the adjustable tab under cav plate?

If it turns hard to starboard while trolling, the motor may not be centered on the transom, not vertical, load not well distributed, etc., etc. The tab adjustment is for setting the helm at WOT and high power, and will have negligible effect at trolling speed.

Try trimming it out a bit.
