Boat steering cable only moves in one direction?

Just put a new to me, used steering cable on my 'rude 77' 70hp. Previous steering cable worked fine until the sheath corroded and broke. The steering was stiff but working it back and fourth got the dried grease out. However, now it only moves "out," or elongates if you will. It won't turn in the other direction unless you push as its turning. Its almost like it became disconnected inside, so it will push but not pull? I'm not entirely sure how the cable works.

Any input?

If you have a rotary system ....... the last 2 1/2 feet of the cable is essentially an exposed screw thread

If you have a rack and pinion then the rack comes on the end of the cable.

Some rare units are not interchangeable and with you getting a used one .......it might have come with worn edges and could be slipping.

Replace the whole thing steering and cable.
