Boat Ramp Makeover

I have an old boat ramp that I need to make presentable (see image). I'm trying to figure out what material there is to cover this old crusty surface. It looks terrible but I did power wash the whole thing. It's just really old. My concern is that i need something that will stick and last. Any suggestions? Thanks in advance for the help.

I would attach a 2x4 to the Dark ending about the Thickness of the 2x4 for support, then lay a few 2x6s between the Dock and the Shore,
