First off, the small bolts and nuts will work in place of the rivits. Only don't use rubber washers, use a sealent and tighten the nuts tight as you can. As far as oil in the fuel mix it should work well with 50 to 1 mix after some use. But start with a 32 to 1 mix until you get some hours on it (at least 3 gals. of fuel). That engine will move that boat at about 12 to 14 mph. I would prefer a bigger engine but that will work. Just stay out of rough water as you will not have a lot of power there. As far as changing oil in the lower unit, its the screws with the regular screw driver slot. One is down near the bottom and one is about 7 or 8 inches straight above that one. Remove both and catch old oil in a small pan so you can examine it. It should appear dark brown or almost black. If it is milky white that is a sign of water getting in and you will have to find the problem. If you find that get back to this forum for help. The oil that goes back in is a speical outboard gear lube and it comes in a plastic tube, can be purchased at most parts stores or Wal-Mart, K-Mart or other stores. To install it just cut off a small part of the tube and leave both screws out, insert tip of tube into the bottom screw hole and squeeze the tube and force oil in until you can see it seeping out the top hole. At that point install screw in top hole with new gasket. then you can have the bottom screw ready with new gasket and quickley remove tube and install bottom screw. Tighten both screws as tight as you can get them so as to keep water out. Wipe off excess oil and check for leaks. If oil can get out, water can get in. You should see if you can locate a manual for that engine. It will help you alot. Posibly the library.
