Boat not planing

My boat starts on first try, idles great and cruises at a low speed. I can disengage the prop, rev up motor and everything is fine except when I actually give it full throttle with prop engaged. It's like it's not getting enough gas to get it on plane. Could there be trash in line or water? If the gas cap is not secure could this have some reaction? Any suggestions?

not uncommon for a problem to not show itself in neutral. gas cap would not make a difference other than possibly allowing water into the tank.

in addition to Bondo's question...points or electronic ignition? carb or EFI?

what maintenance has been done lately?
