Boat leans to the side unless trimmed up

Writing this for my brother. His boat is a 1990 Four Winns. 4 cyl I/O. New prop - 14.5 x 19 aluminum.

With just 2 of us in the boat and the weight balanced, the boat leans hard on the left side. Once trimmed up a little more than half way it levels out but unless running by full speed it’s leaning really hard on the left side.

we though it might be the prop but with a new one on it hasn’t changed at all. Can you guys/gals point us in the right direction? Surely there is something out of adjustment.

I did a search on here and nothing came up, so I hoping I’m not asking something than has already been answered.

Something is weighing the boat down. Where is the fuel tank? Have you checked for water intrusion? Saturated foam? It is a 30 year old boat from an era with poor quality construction. I would rule that out before sinking more money into it.

Fuel tank is located in the center of the boat. There no signs of water intrusion... the hull looks to be in very good condition. Actually the whole boat looks to be in great shape. Previous owner garage kept it for many years.

when it sits still in flat water can you see it tilted to one side? yes?...water in the hull compartment!

Sits level in the water when not moving. I was wondering if it could have something to do with the horizontal fins on the lower unit... not sure of the proper name for them

Is the boat steering pull to one side, possible trim tab above the propeller may not be adjusted properly. Otherwise most likely a weight balance issue. This is a common occurrence. I most often use a beverage cooler, battery, or other heavy object like an anchor to counterbalance the issue. Anything on the outside hull resulting in drag will also result in steering issues.

Are these horizontal fins an add on item?
If they are removable try it with them off.

What the previous poster said. If this is one of those Whale Tale attachments, take it off and try it without it.

With more than one person in the boat mine will do the same thing. If its just me in the boat I ride level. I wrote it off to weight distribution. If it were me I would take the fins off the boat. I heard bad things about the whale tails or hydrofoil... like cracking the lower unit or slowing the boat down, some swear by them, to each their own I guess.
