Yes, saw a rig on the interstate recently, the guy had 2 mounted above his ski boat, don't know how he got them off, but it looked OK.
Just make sure not to get them to high, keep them as low as possible.
seems to me a lot of work to have an overhead system...why not just extend your trailer by bolting on some sturdy metal brackets to your trailer going out the back past your outdrive to hold the jetski? of course this will alter your tounge weight and you might have to adust your boat up.
I would think it is much cheaper, simpler, easier to load/unload, handle better and have better visability to just buy a longer trailer and carry them in front or behind the boat.

Also, what will insurance companies think of a owner modified trailer if there is a claim?
In looking at the pics of the jet ski's over the boat.....that's a he11 of a lot of weight up that high. Looks like one false move on the expressway could lead to dissaster.
I,ve seen a trailer that the guy has a ski on the very front in the same direction as we would trailer a boat, then the Sea Doo jet boat directly behind it...........Just in passing it appears to be 4" square steel and it bows bigs time, now your tongue weight of the boat is resting about 7' back behind the ball.....Looks scary.I know I wouldnt travel behind the guy.
