my cousin just gave me a ranger bass boat that im assumin is 89-90 that has a 1990 60hp electric start evinrude on it and it has been sitting in the elements for 2 years.. aside from cleaning it spotless the entire boat because I have OCD and wouldnt be able to focus on what i was doing if it werent spotless. My question is where do i begin as far as inspecting this engine? im the type of person that needs like a list, do this, then this, etc lol thank you for your time

1) Find and reinstall tiller arm
2) Check compression and ignition for spark
3) If OK ...clean and drain fuel system and rebuild carbs
3) If VRO/OMS is still in service drain and flush oil tank and lines, then verify its working
4) Install a new impeller

as with any unknown engine here are a few essential things to check before spending big $$$
  1. check engine compression the higher the better 90-100-125....equally between cyl with less than 10% variations
  2. check if you get sparks on the plugs this assumes the starter will crank it over with a good fully charged battery
  3. CHange the impeller
  4. check the gear case oil for water intrusion. if no water just refill with recommended GC oil
  5. A good carb cleaning job is probably in order but you can always fire it up and run it at idle using ear muffs .
  6. look up utubes for lots of info
others will chime in with suggestions

Maybe start with pulling the spark plugs, inserting some 2 stroke oil and hand cranking it 10 to 20 times.

Could be locked up.

Do not hesitate to spend a few dollars on making your personal motor as reliable as possible . You rely on this thing to get you home safe, so splurge a little. It's not that expensive. Buy OEM . Buy a carb kit , impeller , sparkplugs, a thermostat, and new gear oil.

VRO= Variable Ratio Oiling.-----A unit ( if in good condition ) that automatically mixes gas and oil in you 2 stroke motor.

It varys the oil ratio from 100 to 1 at idle to 50 to 1 at WOT.

Really helped 2 strokes run better and cleaner on the lower rpm's.

Some people removed them and mixed 50 to 1 in their tanks.

Do you still have a bottle in the engine or mounted in the boat?

Those never had an oil reservoir mounted on the motor!!-----If you want to use VRO then at least check oil output.-----And follow procedure in the manual to test it.----Clean or replace oil filter in the oil tank.

You should also checking the boat for any rotten wood in transom or stringers, motor wont do much good if boat has rotted inside..

think you might familiarize yourself with the info supplied, and get back to your cousin with questions (not challenges, questions). Ask him when the impeller was changed, for example. And see if he has an OMC manual for the motor -- actually, all written materials he has for the boat, motor, and trailer.

think the OP might want to build a sturdy motor stand and take the motor off the boat. He can work on both.

If the boat was in the weather uncovered, it likely has water below the floor, but may not need a lot of work -- depends on how much was absorbed. Transom rot is pretty easy to find, but critical to repair. It's not a bad job.

You mentioned OCD and I will start from there.
it is important that you do not feel overwhelmed by this dirt. Just remember that this is a diamond in the rough. I would start by buying a MANUFACTORERS manual. You can get them on E-Bay. It will give very exact information . Read it bit by bit and start doing one thing at a time. You will see the jewel come forth bit by bit. While working, take pictures so you can see progress and if you F up you always have your pictures to fall back on. These engines are very good and simple to maintain. Good Luck!!
