Block and Accesory Rust

I recently purchased an '87 Sylvan with a Mercruiser 3.0. The motor runs very well but there is a little rust here and there on the block. The occassional bolt, housing, and a small amount on one spark plug. I'm in MN so no saltwater. I'm planning on wirebrushing and repainting with Mercruiser black, but want to get a better idea of whether or not it's normal to find trace amounts of rust and whether anyone has any tricks to help deal with it.

Ayuh,.... Rust forms on steel, 'n iron, when it gets wet,....

Boats get wet,...

Keepin' things painted is 'bout all ya can do....

I've found Fluid Film helps keep rust from formin', or spreadin'...
It leaves a film, but hey, it don't rust...
