2 year old 250 Verado on my pontoon, left in Virgina fresh water lake with motor down. I show up to get ready for the season, haul out to pressure wash and find black paint blistered on the plastic that was below the water line. No noticeable oil film on water, and blistering extends below the water line, so not associated with just a water surface issue. Lower unit paint on metal also affected, where some off it was blown off while pressure washing.
Known issue ? or is it just me ?

Not sure why you would leave the motor tilted down in the lake over the winter, or even at all. One of the main purposes of an outboard motor is that you can/should tilt them up out of the water when not in use.

Is the paint original? Latex or lousy paint will do that.

What part of the gearcase is plastic?

The cowlings go way down to or below the water line on these things and are plastic !----They look really nice in a showroom.----Ask about warranty.----You never know.

True, but electrolisis on the plastic??? I would say poor paint job, but the plastic is also bad, unless the plastic was painted with the same crappy paint....??
