Bleed lines on merc 200

Could someone explain the purpose of the bleed lines and check valves? I'm fairly new to all of this. Are the lines suppose to be full all the time or is it just leftovers running to lube the cylinders? Mine have little air pockets between the gas/oil. Is this normal? Any help would be appreciated.

tn, they are to recirculate puddled fuel at low rpm's....anything over 1000 rpm's system will be full of mostly air...what you have is normal..
