BF90 Tilt trim Problems

Guys, I have been fighting my tilt trim for a few months now. Problem original started in the fall, was sluggish. Added fluid and worked better. About a month ago, while driving home from the lake, my motor began bouncing on the transom saver. Just thought I had not lowered and tightened it enough, tightened and 20 miles down the road it was loose again. Got home, tightened it again and it was loose in five minutes. Gets about 3 inches of play off of transom saver.
Only sign of leak I could find was small amount on top of right trim cylinder, so ordered and replaced trim (both) cylinder o-rings and seals.
While replacing I filled cylinders up with fluid before reassembling.
I have tried to fill up with fluid, but cannot get any more fluid in, but don't have enough power to lift motor any. Have manually lifted while running tilt motor and it will hold up about 5 inched.
What have I done wrong, or do I have a system full of air, and just need to work with it? Was at my wits end by the end of today.

Update:
Got the tilt/trim working good. Finally got fluid in the tank, goes up and down smoothly.
But still have the original problem.
Can tilt the motor up and leave it for an hour, it will not drop any at all, having measured it from the floor.
When I put the transom saver on and snug the motor down on it with the trim, within 1 minute I have two inches of play, meaning I can pull the motor up of the saver two inches.
Does anyone know where I am loosing my pressure?
