By won't turn over, do you mean you hear nothing when you turn the key, or do you mean the starter attempts to turn the engine but the engine won't turn. If you hear nothing when you turn the key, you have an electrical problem. Make sure you have a known good battery. Saying its fully charged is not proof of a known good battery. Next, make sure both ends of the battery cables are clean and tight and that the cables themselves are tight. Make sure the neutral start switch is working. Remove the plugs and turn the engine by hand to make sure it is not seized. If it turns ok, its back to the starter. The solenoid can be jumped to eliminate it as the problem. Check back with us.

turning the key, it turned over once, i stopped when it didn't start, tried again, it did nothing. lifing the idle lever, the choke will click (manual) but not turn the engine. thought of neutral switch, battery is 3 years old, but seems to hold charge...going to try to hook batt up to cables and jump (?) help is greatly appreciated and will advise

Remove the spark plugs and see if the engine spins freely. If it still doesn't turn over, using a single jumper cable, connect one end to the POSITIVE terminal on the battery. Tough the other end to the large battery post on the starter (assuming you can get to it). You can also make this test at the solenoid post that has the cable that leads to the starter. Be prepared for a spark when you touch the cable. The engine should now spin. If it still doesn't, connect the other jumper cable to the NEGATIVE terminal on the battery, and the other end to the engine block. Repeat the test. If the engine now turns over, the negative battery cable has a problem. If it still doesn't turn over, you have weak battery or a bad starter. Check back when you've done this test.

I had a bad battery cable a few years ago on my '98 BF90
