BF75L Honda 4 stroke no water flow/ no pee

I've got an older honda 4 stroke model BF75L - 1500082. It runs fine but does not pee. Air and a bit of mist/exhaust comes out of the water exit tube, but no running water. I can blow air back through the entire system. Any ideas? Water pump? Also i'm looking for a Manual, anyone know who carries them for older models?

First check the pump tube under the cowling for blockages, sometimes critters can make nests up there. And then pursue a new water pump.
