Bf15a hard to pull start?

I have problems starting the outboard when I pull the rope it seems like it gets stuck, but the second pull i pull it starts. It seems like something stuck because i cant pull freely. I had a johnson outboard before and i could pull it freely with no problems but this honda seems like it gets stuck is this normal?

Is there a substantial plume of smoke when this thing finally fired off.If so you have oil entering the combustion chamber either by gravity because the tilt pin is too far in or setting the engine down wrong.

It doesnt smoke up when i start it. The only problem is the starting rope seems like its stuck but sometime it isnt is this normal?

Check the neutral lockout mechanism from the shifter all the way to the pull starter.It is a cable and cables get bound up .If the spring is cocked at the lockout at the top of the starter,same issue.Is this something new ,or something that has crept in on you since you have had ,say ,a water pump done?

this is a new problem that just happen. I didnt do nothing to this outboard since i got it. Is it hard to check the cables im new to outboards but i work on my car all the time.
