BF 40 motor barely idles and won't accelerate

I have a Honda BF40 BAYS3210. I re-built the carbs due to bad gas and now the motor will start but idle very rough. If I try to accelerate just a little, the motor dies even if I choke it a little.

I have done the following:

New fuel and oil filter
New fuel pump
New plugs
Good spark
Valve clearance OK
Fuel reaches all 3 carb bowls
Timing is correct
Pulser and exciter resistance OK

Any ideas?
