i have a 19 foot jet boat with a new 454 engine in it but it wont go over 3500 rpms does it have the wrong impeller in it the motor revs to 5000rpms on the trailer. it has new ignition new carb fresh tune up

I'd think a Healthy 454 could spin to 5 Grand in a 19'er...
Btw,... unhook 6 plug wires, 'n that motor will still spin 5 grand in
Neutral...
