Are you saying the control lever won't move, or it moves, but no response from the drive?

OK!
I looked at it today and... When you try to move the throttle lever, it does not want to move much. It will not even move the cable at the throttle linkage. It will not go into reverse at all. When you disengage the throttle, it will move freely forward. Could it be a bent cable? Or something up in the throttle lever itself?
I hope this will help you and me. Bo

Disconnect that cable from the shift mechanism on the engine (The one with the spring thingy) and give it a try. If it works, have a helper try to hold the cable end from moving. If he can, replace the cable.
