Before you go cutting, start inspecting. See where the fill tube, vent tube and engine fuel line go if you can. Maybe one of them is off it's fixture allowing fuel out.
But whatever you do, don't allow any sparks. That means don't run anything except maybe the bilge blower. And don't disconnect or connect the battery. Get an oil change bucket, put it below the drain hole, raise the boat's bow and catch the fuel there. Tell us how much comes out.
If it's the entire contents of the tank you will need to get the tank out for repair or replacement. So if it's built in you may need to cut the tank out. Only problem is the tank needs to be empty and the fumes gone before using power tools because they make sparks.
