Bayliner Classic 1993 - pulling tubes

Hi: We have a bayliner classic 1993 and the tow hooks (where we connect the ski/tube ropes) are very low on the boat. When we pull tubers the ropes get caught in the water and it is dangerous to the people tubing. We would like to install a hook higher and the boat. We bought the hook to do this, but we are not sure if anywhere on the back of the boat is stable enough to install the new hook. Any help would be great!

Isn't there a tow loop or cleat above the sterndrive? Never seen a Bayliner Runabout that didn't have one.
