There is no need for Photoshop if all you want to do is mark photo's with circles and arrows and some text. If you have a Windows based machine, use Microsoft Paint. Comes free with windows and does the job fine. I happily used it for years before Photoshop. I got started with Photoshop when the ex-wife was putting a book of poetry together. I had to fix all the pictures for print and make the cover and back cover, and that was a bit much for MS Paint.
