bad fuel pump verification

1975 Evinrude 9.9…..just want to verify that the fuel pump is bad. Disconnected the hose to the carburetor (from the fuel pump) Pumped bulb and fuel came out of hose. Electric start (cranking) and “no” fuel coming out of hose to carburetor. Going to order rebuild kit, but just want to verify. Thank you.

4 vertical ft?...if so, raise the fuel tank to 1' or 18" of the pump and try again with your cranking test as your pump should be able to handle that w/o much difficulty. If it still fails < weak or erratic fuel spurts while cranking > then something is questionable in the fuel delivery department...tank intake blocked, vent not working, air entry somewhere along the route, etc. If you can keep the motor running by squeezing the primer ball, most likely the pump is suspect.

What sort of boat and set up would allow an outboard gas tank to be 4 feet below the power-head?

Motor was tested in my back yard in a garbage can with motor clamped to a stand which was on wheels for moving about and gas can was on the ground....4 feet vertical. Always tested this way never a problem. Anyway I raised gas can up to 1 foot and then to about 3 inches vertical...still the same results, but I noticed some bubbles and a smoll amount of gas coming out of of the pump housing. I tightened down the bolts with no fix for the problem Going for pump kit today and I will see what happens after I rebuild that little bugger ( probably original since 1975 ). Thanks for the input..
