Bad Brand new Thermostat?

I've been going crazy trying to solve an overheating issue with my 91 2.3L OMC Ford. Everything has been replaced, and was still overheating. Just for kicks, I removed the "Brand New" thermostat and now the engine runs cool as can be without it. I tested the Thermostat in a pot of water and a candy thermometer. The Theromostat is supposed to open at 160 but didn't open untill it hit 190! It also closed right up as soon as it got to about 180. What the heck? Has anyone gotten a bad "New" t stat ever?

new does not mean good. it is always recommended to test the thermostat you buy prior to installation. you are relying on the thermal expansion of a wax pill, and while quality control is good, its not 100% good.
