I wanted to know what the average cost of having all seals and ring replaced in a lower unit of a Mercury 65 hp 650? If anyone knows please let me know.

JMyer30, are you talking about having your engine rebuilt? Because I don't know of any "rings" in any lower unit (foot section) that I have seen. If you are talking a rebuilt engine, WOW that can be most any price because nobody knows the extent of what would have to be reworked. If you are talking about rebuilding a lower foot section, again it totally depends on what would be replaced and such. But a lower foot section really isn't that difficult to rework and maybe you may want to try it your self saving the labor cost and learning about your engine at the same time. JMHO!

There is a lower unit seal kit available for most engines, I am sure iboats can sell you one or you can look on eBay or any on line dealer if you are a do it yourselfer,
There is two back to back seals on the prop shaft and an O ring seal on the propshaft guide plus a couple seals below the water pump housing and the two seals for the fill and drain plugs and the prices vary greatly depending on the motor.
Most shops will charge you anywhere from 65 to 95 an hour.
It's an afternoons work for a do it yourself providing there are no broken bolts or corroded in screws and all the parts come out fairly easily.
The most common parts that fail are the two back to back propshaft seals and that is because they can pick up some mono line behind the prop and it chaffs and ruins the seals.
I hope this info helps
