Aspera MAC Siglan 3A

Got an Aspera MAC Siglan 3A |Type TA636/FAA12 No: 4539272.
Is it air cooled? What is the fuel mixture (been told it is 16 - 1) can this be true? There is a lever near the carburettor with a red painted end. What is this for? What position for starting and/or running? Any help will be greatly appreciated.
Want to use it as an emergency engine on my Mayland Minstrel moored on the Tay in Dundee Scotland.

I don't know wether you are still looking for this info, but yes it is air cooled. I've been looking and still am for info on this type of engine.
