Are my brakes working?

After years of pulling a 19' jet on a trailer with no brakes, I got an 18' 1988 open bow I/O on a trailer with brakes. It seems to push me harder than the one with no brakes. Any way to tell if they are working or not?

Rick,<br /><br />Jack up the trailer, by the axles. <br /><br />Spin the wheels, then push in on the actuator. The wheels should stop.
