aq130a timing

would someone please clarify the timing for me on a aq130a as there is so much conflict between manual and threads on here and also in laymans terms i.e is 3 degrees before tdc 3 degrees of the full turn(please no jokes about the singers)

That is what my AQ120B is. I do NOT have a vacuum advance.
