AQ 170 flywheel cover

I have the motor out and all the bolts out of the flywheel cover and some thing is keeping it from separating. I don't see any bolts through the flywheel like fora torque converter on an automtic. There are signs of watr intrusion so is it just the splined shaft rusted to the vibration dampener or am I missing something?
Yes I downloaded the manual and it doesn't say squat about this.

Yes, the shaft does rust to the flex plate.
