anyone using boat history report?

anyone have an unlimited account? i need to look up the HID on my new project boat, but cant justify $45. can anyone help me out?

there is no hull id, only serial. and all i am trying to do is locate the last registered owner.

sorry I misunder stood you,
here is what I did,don't know if Ny. is the same. I went to ohio dnr web site there was a place to down load forms,there was one for a title search
filled it out and sent it and two dollars.
they sent back a search showing EVERY one that registered my boat from day one of its life to present.it just so happened that my boat has always been in ohio.
I think it ask for the state reg. number or the serial number
